The idea for RDS Legacy Racing started with our father over 40 years ago, Randall Dean State. As a family we loved to go to the races and were able to run a couple of horses. About 2-3 years into it, the farm crisis hit and he was no longer able to pursue his dreams. In 2020, Jeff and Scott decided to start over and named the business RDS Legacy Racing after their father. We think he would be very proud.

A Family Endeavor

Scott State
Scott is the Chief Executive Officer of NorthStar Group Services, an infrastructure, environmental and nuclear services contractor with annual revenues approaching $1 billion. Before joining NorthStar, Scott was the Chairman and CEO of MACTEC, Inc., a leader in engineering, environmental and construction services worldwide with 80 locations. Scott graduated from Iowa State University with bachelor’s and master’s degrees in nuclear engineering.
Scott currently resides in Arizona with his wife Angie who he has known since sixth grade, they have two grown daughters, one working as a biomedical engineer and the other a Japanese language translator. While not able to be at the ranch on a regular basis Scott does enjoy working with Jeff to plan the annual breeding program and attending races when possible.

Jeff State
Jeff retired in December 2025 from Raymond James to devote more time to the ranch and the growing herd of mares and babies. He is 65 years old and married with two adult children. Jeff and Cindy will celebrate their 40th anniversary this year and as luck would have it both children blessed them with their first grandkids, both boys who will undoubtedly need their own horses down the road.
Jeff is a lifelong member of First Lutheran church in Manchester,
serving in various capacities over the years including president of
the congregation. He has served on the board of directors of Community Savings Bank (CSB) for over 25 years and also serves on the internal audit committee. Jeff accepted an offer from CSB to help manage and grow their Trust department on a part time basis. Jeff feels that this along with helping with the daily activities at the ranch will be a good transition after many years in the financial services industry.
